VA Loan Questions: VA Loan Limits For 2013

The Department of Veterans Affairs has posted the VA loan guaranty limits for 2013 on the VA official site. We?ve covered this topic in the past, but some borrowers have questions about end-of-year transactions and whether the old VA loan limits for the previous year affect loans that were initiated at the end of one year but closed or finalized in the new year.

What does the VA rulebook say about these situations and how are they handled? A borrower who negotiates the sale in 2012 and closes the deal in 2o13 may experience a higher or lower VA loan guaranty limit on one side of the new year or the other?which applies?

The Department of Veterans Affairs has very clear guidance on this issue which should leave no room for doubt once the rules are understood. For example, take the wording of this VA Circular, which announced new VA maximum mortgage guaranty rates for 2012 after the passage of the Honoring America?s Veterans and Caring for Camp Lejeune Families Act of 2012. That law effectively changed the way VA loan maximum guaranty rates were calculated, resulting in different VA loan guaranty maximums for certain high-cost counties across the USA.

The VA Circular, titled ?Maximum Guaranty Limits for August 6, 2012 to December 31, 2012? says the following about VA home loan guaranty maximums:

?While VA does not have a maximum loan amount, the following county ?limits? must be used to calculate VA?s maximum guaranty amount for a particular county. These limits apply to all loans closed August 6, 2012 through December 31, 2012. Calendar year 2013 county loan limits will be posted once VA receives median price data from the Federal Housing Finance Agency (FHFA). Typically this information is received in November of each year. Should the loan limit for a county decrease in 2013, VA will guarantee a loan using the previous higher limit if there is proof of a pre-approval based on a sales contract or URLA executed on or before December 31, 2012.? (Emphasis ours.)

Borrowers who close a loan in 2013 but do not have such proof as mentioned above will be approved for the VA maximum loan guaranty amount established for 2013. The VA Circular announcing VA loan limits for 2013 reinforces this;

?These limits apply to all loans closed January 1, 2013 through December 31, 2013. VA loan limits are based off county median home values estimated by the Federal Housing Administration (FHA). These values are the basis for which VA calculates limits for our program. For 2013, some limits increased, some stayed the same and a few decreased.?

California Democrats signal they want to reform Proposition 13

SACRAMENTO -- The third rail of California politics may not be as deadly as once thought.

Three and a half decades after the passage of Proposition 13 shook the political landscape in California and sparked a taxpayer revolt across America, voters appear to be warming up to the idea of reforming the initiative as long as protections for homeowners stay intact.

And the apparent sea change in public attitudes, combined with the two-thirds majorities Democrats now hold in both chambers of the Legislature, has emboldened some politicians to take aim at the iconic measure.

"It is time for a fix, because Proposition 13 is broken," said Assemblyman Tom Ammiano, D-San Francisco, who plans to introduce a bill

next year aimed at forcing businesses to pay higher property taxes.

The landmark 1978 measure rolled back property taxes and capped yearly increases until a property is sold, but critics say one of its unintended consequences was shifting more of the Golden State's property tax burden from businesses to homeowners.

In addition to Ammiano's bill, two constitutional amendments heading to the Legislature would allow voters to approve local parcel taxes for schools and libraries on a 55 percent vote, rather than the 66.7 percent now required.

In a recent poll by the Public Policy Institute of California, 58 percent of registered voters said they favored a "split roll" property tax, in which commercial properties would be

reassessed annually or semiannually according to their market value, while taxes on residential properties would continue to be capped at 2 percent annual increases. And since Democrats took full control of the Legislature in last month's election, some legislators have suggested that it's time for a so-called "split roll."

Proposition 13 has held a central place in California's political discourse since voters approved it with nearly 65 percent of the vote in June 1978. It's credited with fomenting the rise of the anti-government, anti-tax movement that swept Ronald Reagan into the White House.

"It really has symbolized an unwillingness to permit Sacramento to raise general taxes," said Max Neiman, a fellow at UC Berkeley's Institute for the Study of Government. "It's suggested a kind of decline from the time California was a leader in an array of public services."

But voters in the Golden State now seem to have a "nuanced understanding that we simply aren't going to cut our way out of the fiscal deficit, and some kind of tax increases will have to take place," Neiman said. He pointed to the passage of Gov. Jerry Brown's tax measure, Proposition 30, as evidence that voters believe more revenues are needed, especially

if they come largely from the wealthy.

A ballot box battle over amending Proposition 13, however, won't happen before November 2014. And it may come even later since Brown probably isn't eager to share the ballot with an issue that could blow up in his face if, as is expected, he runs for re-election.

Still, two Democratic lawmakers, Sens. Lois Wolk, D-Davis, and Mark Leno, D-San Francisco, next year will try to lower the Proposition 13 threshold for parcel taxes -- a move that would need voter approval. Senate President Pro Tem Darrell Steinberg, D-Sacramento, called it a "sound idea" to give local governments the ability to "affect their own destiny," he said. "I think the public will get behind 55 percent."

The threshold for passing local school bonds is already 55 percent.

Steinberg, however, has balked at rushing through the constitutional amendments. And he said it's not yet time to take on an overhaul of Proposition 13 by creating a split-roll tax.

But Ammiano plans to introduce legislation early next year to close a loophole that allows corporations to sidestep reassessments on properties they purchase.

Ownership of a property isn't considered transferred unless 50 percent or more is sold. Critics say corporations find ingenious ways to avoid triggering reassessments.

In one of many similar cases, the wine company E&J Gallo averted a higher reassessment 10 years ago after buying the prime 1,765-acre Louis M. Martini vineyards in Napa and Sonoma, when 12 Gallo family members bought individual shares -- none greater than 50 percent. The move costs Napa County as much as $700,000 a year in taxes.

"Why should these multibillion-dollar corporations get these breaks at the expense of regular folks?" Ammiano asked.

Ammiano said he hopes the Legislature will act on his bill before the end of spring. It would not require voter approval because it would only be a statutory change.

But it's expected to kick up a firestorm of opposition from businesses.

"You'll see them feeling like they're targeted. And when that happens, you'll see them stand up and fight," said Allan Zaremberg, president and CEO of the California Chamber of Commerce.

A key finding in the PPIC poll that should give Democrats pause is that 60 percent of voters still support Proposition 13, said Kris Vosburgh, executive director of the Howard Jarvis Taxpayers Association, a group founded by the measure's co-author.

"Proposition 13 is more popular today than when it passed," Vosburgh said. "We are definitely for enforcement when we know there are documented cases of efforts to get around legitimate change of ownership. But we don't see it as an overall problem. It's all about the state trying to get more money."

Larry Stone, Santa Clara County's assessor, said even if voters approve a split roll, county assessors won't be able to carry it out without vastly expanding their staffs.

"I don't have the staff or skill set to reassess all business, commercial and industrial property every two or three years," Stone said.

Simply raising the tax rate above the base 1 percent for commercial properties would be an easier way to get more revenues, though "it doesn't avoid the inequities of Proposition 13," Stone said. "You couldn't devise a more unfair property tax system if you tried than the one we have in California."

The turning point for reformers could come when homeowners begin to realize they're carrying most of the load for property taxes, proponents say. In 55 of 58 counties, residential homeowners are paying more property taxes than businesses, after businesses had taken up much of the burden before Proposition 13, according to a study compiled by Lenny Goldberg, president of the California Tax Reform Association.

In Santa Clara and Contra Costa counties, just before the passage of Proposition 13 in 1978, residential homes and all other properties shared the tax burden evenly -- 50-50. But now homeowners are responsible for 70 percent of their counties' assessed value, the study said.

"Nobody can defend the way we assess commercial property," said Goldberg, who is working with Democrats on Proposition 13 changes. "Commercial property is the biggest hole in our tax system, and we avert our eyes at the hole in the middle of the system because it's not politic to discuss this."

Wooden wells point to first carpenters

The people who lived in eastern Germany around 7,000 years ago are thought to have been some of the first farmers. Now, new archaeological evidence suggests they were also surprisingly skilled woodworkers, crafting intricate water wells some two thousand years before metal tools were forged in Europe.

Sophisticated in construction, four wells discovered near Leipzig were built using stone carving implements and wooden mauls and wedges, said Willy Tegel, a researcher at the Institute for Forest Growth at the University of Freiburg in Germany.

"The first farmers were also the first carpenters," Tegel and his colleagues wrote in a study published this week in the journal PLoS One.

The people who built the wells were members of the so-called Linear Pottery Culture, which produced pottery with distinctive incised lines more than 6,500 years ago. Archaeologists believe these ancient people migrated from areas that are now the Ukraine and Slovakia through the fertile regions of Central Europe.

The wells were discovered as part of an ongoing excavation of areas about 120 miles southwest of Berlin. The wood was intact because it was buried in waterlogged soil where fungi and bacteria ? organisms that usually cause wood to decay ? could not survive.

Tegel is an expert in a technique known as dendrochronology, which takes advantage of distinctive patterns in tree rings to determine the ages of wooden objects. The method involves comparing the ring patterns in ancient wood to historical reference patterns for a certain region; each time period is unique because the shape and width of the rings varies due to climate and other environmental factors. By establishing a historical match for the outermost ring under the bark, scientists can surmise the year when a tree was chopped down.

The method provides a more precise age for wooden objects than carbon-14 dating, which relies on measurements of a radioactive isotope and can pinpoint the time of a tree's death to only within about 100 years, Tegel said.

Most of Tegel's research involves analyzing ancient tree rings to understand climate conditions long ago. Although dendrochronology is being used more and more by archaeologists, it can't be used in all cases because it's relatively rare to find wood preserved well enough to be analyzed, he said.

Tegel and his collaborators examined 151 oak timbers used to make the newly discovered wells and concluded that the trees were felled between 5469 and 5098 B.C. They also determined that at least 46 trees contributed to the material. These trees were up to 300 years old when harvested, and some were up to 3 feet in diameter.

The builders of the wells chopped the trees down with a stone adz, a wedge used in the manner of an ax, making cuts just above breast height, the team wrote. They then used wooden mauls and wedges to split the wood into planks and further shaped it using fire and tools.

The wells were constructed with "tube-like" sections made from hollowed-out tree trunks. They also had body chambers that were built out of carefully engineered interlocking logs.

"These kinds of corner joints and connections between the wood were very sophisticated," Tegel said.

Such complexity had been unexpected, he added, because the early farmers who built them did not have metal tools.

Princeton archaeologist Peter Bogucki was enthusiastic about the find. "This is a super discovery that give us a whole new insight into the lives on these early farming settlements," he said.

Bogucki and other experts in European prehistory noted that similar wells had been found before. But Bogucki said those had not been as closely studied, and didn't reveal such "amazing contents."

The researchers found items that had been cast into the wells, including wheat and remnants of peas, lentils, apples, raspberries and hazelnuts. They also unearthed bone and stone tools and a large amount of pottery. Some of the ceramic items had been repaired and decorated with a resin material, suggesting the vessels were reused for many years.

The team also discovered the remains of two young pigs that appeared to have been deliberately placed ? both were found in the exact same position ? in the excavation pit of one of the wells, Tegel said.

"The stuff in the bottom of the well is a nice little time capsule," Bogucki said. "To be able to find traces of these plants and organic materials and repaired pottery is astonishing."

MADRID (AP) ? Rafael Nadal will miss the Australian Open because of a stomach virus, further delaying his comeback after being sidelined since June.

The Australian Open, the year's first Grand Slam tournament, begins Jan. 14. The virus kept Nadal from making his return at Abu Dhabi this week.

The Spaniard said Friday his withdrawals had nothing to do with the tendinitis in his left knee, which forced him to take a break last summer following his second-round loss at Wimbledon to then 100th-ranked Lukas Rosol. Nadal also missed the London Olympics.

"My knee is much better and the rehabilitation process has gone well as predicted by the doctors," Nadal said in a statement. "But this virus didn't allow me to practice this past week, and therefore I am sorry to announce that I will not play in Doha and the Australian Open."

The former No. 1 player hopes to return at Acapulco, Mexico, starting Feb. 27. However, he did not rule out playing an earlier tournament if his recovery went well enough.

"I always said that my return to competition will be when I am in the right conditions to play," he said. "And after all this time away from the courts, I'd rather not accelerate the comeback and prefer to do things well."

Nadal, ranked No. 4, won the Australian Open in 2009. Last year, he lost to top-ranked Novak Djokovic in a title match that lasted 5 hours, 53 minutes, the longest recorded Grand Slam final.

Nadal's doctor, Angel Ruiz-Cotorro, said in the statement that Nadal needed at least a week to recover from the virus, ruling him out for the Qatar Open set to start on Jan. 2.

And Nadal's coach and uncle, Toni Nadal, explained that Nadal had opted against making his return at Melbourne since he wouldn't be physically fit to take on its five-set format.

"We consider not appropriate to play the Australian Open since we will not have enough preparation for a greater competition which is a Grand Slam tournament," said Toni Nadal in the statement. "It is simply not conceivable that his first event is a best of five sets event, he wouldn't be ready for that."

Nadal's knee injury prevented the 11-time Grand Slam winner from defending his Olympic singles gold at last summer's London Games, where he was supposed to be Spain's flag bearer in the opening ceremony.

He also had to pull out of the U.S. Open and Spain's Davis Cup final against the Czech Republic, and his teammates lost without him.

BlueStacks uses patent-pending virtualization software called ?Layercake? to allow Android apps to run on other platforms. It works virtually the same as running Windows within OS X using software such as Parallels or VMWare. The Windows 8 version of BlueStacks has been out since March and has been installed on more than 5 million PCs, which is a good sign that people want to run mobile apps on their computers.

BGR tested BlueStacks on a mid-2011 MacBook Air running OS X 10.8 Mountain Lion and found performance to be hit or miss. Android apps can be searched and it will list which app stores to download them from, but sometimes apps won?t install properly because of missing code, especially from the Google Play store.?Downloading apps from the Amazon (AMZN) Appstore seems to be a better bet, though. If it?s any consolation,?Jetpack Joyride?and Fruit Ninja?are perfectly playable.

BlueStacks works as mostly advertised, but honestly, why bother running Android apps on your Mac? A mouse or trackpad isn?t a better substitute for a touchscreen. But if you must do so, it?s reassuring to know BlueStacks is available.

(CNSNews.com) - The amount of money the U.S. government has borrowed from foreign interests hit a record high at the end of October, according to data released today by the U.S. Treasury.

As of Oct. 31, the U.S. government owed $5,482,200,000,000 to foreign interests, according to the Treasury. That was up from $5,476,200,000 as of Sept. 30.

The foreign debt of the U.S. government equaled $47,482 for each of the 115,459,000 full-time workers (including full-time government workers) there were in the United States in October, according to data published by the Bureau of Labor Statistics. Similarly, it equaled $47,706 for each of the 114,916,000 households the Census Bureau estimated there were in the United States in September.

At the end of January 2009, when President Barack Obama was inaugurated, the U.S. government owed $3,071,700,000,000 to foreign interests. Since then the U.S. government?s debt to foreign interests has increased by $2,410,500,000,000?or 78 percent.

A report issued by the International Energy Agency (IEA) suggests that coal will surpass oil as the world?s most popular fuel source within 10 years, threatening to inject more greenhouse gases into the air than ever before if policy changes don?t follow the warning.

The boost in coal use is due to extreme growth in emerging markets like China and India, countries that require cheap fuel sources for electricity production in order to support their quickly growing infrastructures and populations. At current rates of growth, the IEA says that it expects that coal consumption will rise to 4.32 billion tonnes of oil equivalent versus 4.4 billions tonnes of oil per year worldwide within only four years; with that trend continuing, coal would quickly overtake oil as the world?s fuel source of choice.?(Read More:?Global Carbon Dioxide Emissions ? The IEA is the energy advisory arm of the Organization for Economic Cooperation and Development (OECD), a group that oversees the economic activities of 34 industrialized nations, including Canada and the United States.

With loose policies governing greenhouse gas emissions, developing nations are more likely to turn to coal as a cheap fuel source, despite it being the worst source of pollutants among fossil fuels, the IEA says. As the United States focuses more on shale gas reserves, India is expected to become the second largest coal consumer in 2017, ranking only behind China.

For its part, ever-growing China will remain the world?s largest coal consumer, accounting for more than half of global consumption, for the foreseeable future, with the IEA predicting an increase in Chinese demand for coal of 3.7 percent per year, dropping to 2 percent per year in the case of an unexpected slowdown of the world?s most quickly expanding economy.?(Read More:?How Much Oil Does the World Produce?)

Ending its report with the tagline ?China is coal, coal is China,? the IEA sees that country as determining the course of the global coal market over the next five years.

Facebook CEO Zuckerberg donating $500M in stock to fund health, education issues

?SAN FRANCISCO ? Facebook CEO Mark Zuckerberg said Tuesday he is donating nearly $500 million in stock to a Silicon Valley charity with the aim of funding health and education issues.

Zuckerberg donated 18 million Facebook shares, valued at $498.8 million based on their Tuesday closing price. The beneficiary is the Silicon Valley Community Foundation, a nonprofit that works with donors to allocate their gifts.

This is Zuckerberg's largest donation to date. He pledged $100 million in Facebook stock to Newark, N.J., public schools in 2010, before his company went public earlier this year. Later in 2010, he joined Giving Pledge, an effort led by Microsoft Corp. founder Bill Gates and Berkshire Hathaway Inc. CEO Warren Buffett to get the country's richest people to donate most of their wealth. His wife, Priscilla Chan, joined with him.

In a Facebook post Tuesday, Zuckerberg, 28, said he's "proud of the work" done by the foundation that his Newark donation launched, called Startup: Education, which has helped open charter schools, high schools and others.

With the latest contribution, he added, "we will look for areas in education and health to focus on next." He did not give further details on what plans there may be for funds.

"Mark's generous gift will change lives and inspire others in Silicon Valley and around the globe to give back and make the world a better place," said Emmett D. Carson, CEO of the foundation.

"It was a lot of fun playing out there and I think our team, we took a step in the right direction," Lin said. "And for me, it was great to be back and it was a lot of fun to play on that court again."

James Harden had 28 points and 10 rebounds for the Rockets, who blew out the Knicks for the second time this season. They have won the last seven meetings, including a 131-103 rout in Houston on Nov. 23.

Rookie Chris Copeland scored a career-high 29 points for the Knicks, who played without leading scorer Carmelo Anthony and had their four-game winning streak snapped. They fell to 18-6, matching the record they finished last season with under Mike Woodson.

Woodson's team decided not to match Houston's contract offer to Lin, and nobody could argue when Raymond Felton, Jason Kidd and Pablo Prigioni led the Knicks to the best record in the Eastern Conference with a team that led the NBA in fewest turnovers.

But Lin was the best point guard on the floor, just as he so often was during his dazzling run last winter, when the NBA's first American-born player of Chinese or Taiwanese descent went from undrafted benchwarmer to the biggest story in basketball.

"He had a good game, without a doubt," Felton said. "I never talked junk about Jeremy Lin. Anything I said about Jeremy, I felt like he deserved anything. He deserved everything he got. He had a good game. Plain and simple."

Felton scored 14 points but shot 7 of 18. Kidd was 2 for 9, and both committed three turnovers.

The Rockets outscored the Knicks 54-29 over the middle two quarters, denying New York its first 11-0 start at home since the 1991-92 season.

The Knicks trailed by just five midway through the third quarter before the Rockets blew it open with a 15-0 run, with Lin either scoring or assisting on five of their six baskets.

His layup opened the run, and he then found Marcus Morris for a layup and a 3-pointer for a 67-55 Houston lead. Lin assisted on the second of Harden's consecutive 3-pointers, then had a steal and layup that gave Houston a 75-55 cushion.

Lin saw some fans wearing his old jersey, but said he didn't let his mind drift back to last season during the game.

"I've moved on, they've moved on," he said. "We have good memories, but at the same time we're all in a different place now."

Lin doubled his scoring average in what he called an up-and-down season so far.

"I hope this is the start of a nice run for him, because he works really hard," Rockets coach Kevin McHale said. "He's a great kid. He deserves it."

Anthony decided Monday to give his sprained left ankle a second straight game to recover. The Knicks did get good injury news when Amare Stoudemire, out all season after left knee surgery, was cleared to practice. He will work out with Erie, the Knicks' NBA Development League affiliate, when it works out at the Knicks' training facility on Tuesday.

The Rockets snapped a seven-game road losing streak, their longest since an eight-game skid in 2001-02.

A sellout crowd that included swimsuit model Kate Upton ? who was on one fewer Sports Illustrated covers than Lin last February ? gave the Harvard graduate a loud ovation during the introduction of starting lineups. The cheers quickly turned to jeers once the game started, particularly when he made a basket. There were boos when Chandler knocked him to the ground with a shot to the head that resulted in a flagrant foul.

Chandler felt it was a clean, hard foul that didn't warrant a flagrant. He and Lin hugged after the game.

"He had a good game," Chandler said. "He had a good game the other night. He's a good player. He's going to have some nights, but I thought we could have took away a lot of his easy baskets, him and James Harden."

J.R. Smith came off the bench to make all five shots and give the Knicks a 31-29 after one. The Rockets scored the first 10 of the second quarter, opening a 39-31 lead on Lin's 3-pointer with 9:26 left in the half. Houston scored the final six of the half, turning an eight-point lead into a 56-42 cushion.

NOTES: Stoudemire is working out with the D-League team because the Knicks are not expected to do much running at practice Tuesday. They haven't held a formal practice since Dec. 4. "It seems strange but we have a stretch right now where we're playing every other day and it's hard to play a game and then think you can come in and drill these guys," Woodson said. "I like to practice, that's where I feel like you learn a lot and stay sharp in terms of your defensive rotations, but I can't run them in practice and expect them to come back and play the next day and then practice again. There's just too many games coming at us right now."

Spaniard jailed in Cuba to finish sentence at home

MADRID (AP) ? A Spaniard sentenced in Cuba to prison for the death of a prominent dissident will fly back to Spain to serve the rest of his four-year term, authorities in both countries said Friday.

Angel Carromero Barrios, a Spanish regional political youth leader, was driving a car July 22 that lost control and crashed, killing Oswaldo Paya, a passenger. Paya was a well-known opponent of the Cuban government.

Paya's widow had asked that the Spaniard not be prosecuted, but a court eventually sentenced him to jail in October for the equivalent of vehicular manslaughter. Carromero later asked to be able to serve his sentence in Spain.

On Friday, Spanish Deputy Prime Minister Soraya Saenz de Santamaria said Carromero would return to Spain. Cuba also confirmed the decision after negotiations concluded Thursday between the two countries' justice ministries. Neither specified a date for the transfer.

"Both delegations agreed that upon conclusion of the formal legal procedures, the aforementioned offender will be transferred to Spanish territory," the Cuban Foreign Ministry's legal director Manuel de Jesus Pirez Perez said in a statement sent to The Associated Press.

Ofelia Acevedo, Paya's widow, has repeatedly said she does not believe government investigators' account of the accident.

"For me, Carromero never should have been in prison," Acevedo said. "I don't accept the official version of this tragic story."

Acevedo said she was happy to see the 27-year-old Carromero leave Cuba's penal system, adding that she hoped he would be able to tell the truth once he arrived on Spanish soil.

Aron Modig, a Swedish national who was also in the car at the time of the crash, said via Twitter that he had heard of Cuba's decision and that he is "very happy and relieved about it."

Gestures have timely impact
People think differently about the passage of time depending on the hand gestures someone else uses, Stanford psychologist Barbara Tversky reported on November 17. In a series of experiments, Tversky?s colleague Azadeh Jamalian of Columbia University asked volunteers to diagram progressions of familiar events. While describing these tasks, Jamalian gestured in a straight horizontal line, gestured in a circle or made no gestures. Most individuals drew linear diagrams after seeing linear gestures and circular diagrams after seeing circular gestures. Linear diagrams predominated if no gestures were used, probably because people tend to conceive of time as running on a line, Tversky said. Gestures can subtly alter the notion of how time proceeds, she proposed.

Memory athletes flex mind power
Top competitors in memory competitions aren?t one-trick ponies. Four of the most accomplished memory athletes, including the top-ranked master of recall, scored much higher than groups of college students on a variety of memory and attention tests, psychologist Henry Roediger III of Washington University in St. Louis said on November 17. Memory competitors scored extraordinarily well on tests of list memory, recall of specific numbers from equations that had been mentally solved, and attention control during attempted distractions. Memory athletes use well-known recall strategies on specific challenges, such as remembering hundreds of rapidly presented numbers, but these people possess much broader mental prowess than that, Roediger suggested. It?s not known whether recall gurus start out with super memory and attention or gain those skills through practice.

Humans expect hidden treasures to be clustered in space
Adults and children hide valuables in clumps to make them easy for collaborators to find but scatter goodies widely when hiding them from competitors, psychologist Andreas Wilke of Clarkson University in Potsdam, N.Y., reported November 16. Humans evolved to expect that food and other resources appear in patches, Wilke theorizes (SN: 2/12/11, p. 26). In one test, 5- to 8-year-olds hid 20 marbles among 100 boxes on a playground after being told to make it either hard or easy for others to find the toys. Adults did the same in a computer game in which they hid $1 tokens in a grid of 100 squares. In both games, hiders clustered objects if they wanted them easily found.

BEREA, Ohio (AP) ? Browns quarterback Brandon Weeden returned from practice to find a green XXXL Baylor University golf shirt hanging in his locker.

RG3 and America's most-watched knee were the main topics of conservation as the Browns (5-8) began getting ready for Sunday's game against the Redskins (7-6), who are hoping their starting rookie quarterback will be able to play after straining his right knee on a scary hit three days ago.

Griffin practiced Wednesday, and based on some video highlights of his workout and deliberately vague comments coming from Washington's headquarters in Auburn, Va., it's increasingly likely the multi-dimensional QB will play against the Browns.

They never thought otherwise.
