Tennessee GOP suggests Obama learn from state during visit

President Barack Obama will visit an Amazon.com distribution facility Tuesday in Chattanooga.

The Tennessee Republican Party is airing a commercial in Chattanooga to "welcome" President Barack Obama to his visit today to an Amazon distribution center, Knoxville News Sentinel reports.

The ad declares Tennessee's success is "not because of your liberal policies, but in spite of them."

"Unlike Washington, we've got the lowest debt of any state in the nation," a narrator declares in the ad. "Maybe you can learn a thing or two while you're here, Mr. President."

The Tennessee Democratic Party issued a press release in response to the ad noting that Tennessee's unemployment rate of 8.5 percent is almost a percentage point above the national average, laying blame on Gov. Bill Haslam and Republican lawmakers.

During his tour of the Amazon facility ? which is part of Amazon's new push to add thousands of new jobs ? Obama is to tout plans to boost the middle class.

Sharon Osbourne doesn't mince words when it comes to giving her opinion of other famous people.

Sharon Osbourne isn't afraid to give her honest opinion on anything -- or anyone. In a blunt interview with The Daily Beast, the TV personality and wife of rocker Ozzy Osbourne offered up her take on various musicians, including Justin Bieber.

"I feel really bad for him," Osbourne said of the teen pop sensation. "There?s this little kid with a huge dream, he?s cute, girls love him, and he wants to be a mean boy, and he?s about as mean as a (expletive) kitten, and he?s trying to act out."

Osbourne referred to Bieber infamously urinating in a mop bucket in a nightclub kitchen earlier this year while his friends laughed and filmed the event.

"It?s like, 'Oh, we?re the bad boys!' she said. "(Expletive) off! You don?t know what bad is. And I think that he?s lost, I really do. I think he doesn?t realize he?s white and not black, that?s a huge problem. And, at the point he?s at in his career, it?s so dangerous because we?ve seen it all before a million times. Where do you go when you?re a child entertainer and then you want to transition to be a man? Very few make it."

Osbourne also gave the interviewer her opinion on various other famous faces.

"I have no time for (Kanye West)," she said of the musician and Kim Kardashian baby daddy. "He bores me." But she had only praise for singers Taylor Swift and Justin Timberlake.

Osbourne also had kudos for Angelina Jolie's decision to have a preventive double mastectomy upon learning she carried a gene making her highly likely to develop breast cancer. Osbourne herself had that same operation in 2012 upon learning she also had the gene.

"But my situation is nowhere near what Angelina?s was," she said. "She had lost her mother and her aunt to it, and she has all those babies to take care of. I?ve had my life, and she hasn?t yet."

Osbourne had nothing good to say about New York mayoral candidate Anthony Weiner, whose second sexting scandal has made headlines lately.

"You?re a grown man with a great education, and you think, in this day and age, you can send pictures of your penis over the Internet and not get caught? " Osbourne said. "Now, how (expletive) stupid are you? What makes him think that he has a sense of freedom to do that?"

rock n roll: Structured Settlements in Workers' Compensation


Self-insured employers often question how to resolve their high value and difficult to conclude claims. The financial expectations and medical needs of the injured employees create complicated issues preventing a claim settlement. Structured settlements can often be the bridge to achieving a settlement when the injured employee will have on-going financial and medical needs.

We have received many questions about the benefits of structured settlements and how to achieve a structured settlement.? Here are the most frequently asked questions about structured settlements.

Q. Exactly what is a structured settlement?
A. A structured settlement is financial agreement for a series of periodic payments an injured person receives over a set time period, or over the person?s life time, to settle any legal obligation, including a workers? compensation claim.

Q. Are all payments the same?
A. All payments can be the same, but often are flexible and will vary to meet the financial needs of the injured employee. For instance, in addition to biweekly or monthly payments to cover the employee?s on-going loss of income, an initial lump sum to cover transportation or housing needs can be included in the structured settlements. Other variations from the biweekly or monthly payment can be included, for example a future sum for the college tuition of the employee?s child.

Q. What about inflation? How does the structured settlement handle the future decline in purchasing power?
A. The structure settlement can be structured to increase the periodic payment amounts by a fixed amount on a fixed date(s) in the future.

Q. Workers? compensation indemnity payments are ?tax free?. Will the injured employee have to pay income taxes on the periodic payments?
A. No. Under the provisions of the Internal Revenue Code Section 104(a)(1), the periodic payments of a structured settlement are income tax free.

Q. Why would an employer obligate itself to a set of periodic payments that could last for many years into the future?
A. The employer purchases a fixed annuity from a life insurance company to fund the future periodic payments. The life insurance company assumes the responsibility of making all future payments. The employer obligation to make the payments is transferred to the life insurer eliminating the employer?s need to set aside any future reserves for the workers? compensation claim.

Q. What type of workers? compensation claims benefit from the use of a structured settlement?

A. An employer can reduce their long-term financial exposure on any serious or catastrophic injury claim with a structured settlement. Examples of cases that often involve a structured settlement include:

??? Brain/brain stem injuries
??? Spinal cord injuries
??? Amputations
??? Severe burns
??? Multiple trauma claims
??? Vision loss
??? Hearing loss
??? Occupational lung diseases
??? Any type of injury that leaves the employee permanently and totally disabled or disabled to the point the employee is unable to return to meaningful employment.

Q. How do structured settlements account for the medical expenses of an injured employee that could last a life time?
A. A separate medical account is set up to cover the employee?s future medical expenses as established by medical actuary. A third party professional administration company oversees the payment of future medical expenses from the account.

Q. What about an injured employee who is eligible for Medicare and/or Social Security Disability? How does a structured settlement handle the requirements for a Medicare Set-Aside (MSA) arrangement?
A. A structured settlement is highly beneficial for a MSA. A structured settlement for the MSA benefits the employer as it costs less because the MSA benefits from the time value of money. Instead of the third party professional administration company receiving all of the money for the MSA up front, the structured settlement insurer funds the MSA periodically as needed.

Q. What information is needed by the structured settlement company before they can quote the cost of the structured settlement?
A. There are several factors that come into play in calculating the cost of the structured settlement including the injured employee?s age, the expected life expectancy of the injured employee, the anticipated cost of future medical care and the employee?s need for lump sum payments both at the start of the structured settlement and at future specific dates.

Q. How can the employer know the life insurance company will be able to make the periodic payments twenty, thirty or forty years in the future?
A. The employer can check the life insurer?s financial strength through the service of A.M. Best, an independent evaluator of the financial strength of insurance companies. We recommend the use of an insurer rated A, or higher, by A. M. Best.

Q. What benefits does a structured settlement provide to the injured employee?
A. There are many benefits to the injured employee, including:

??? The structured settlement eliminates many of the financial concerns of the employee by allowing the employee to know what his/her future income will be.

??? The employee can receive payments both for immediate needs and periodic payments timed to meet future anticipated needs.

??? The employee does not have to worry about managing a large amount of money or fluctuations in the equity market or bond market.

??? The employee is provided is a provided a good fixed rate of return on the money invested in the structured settlement.

??? In most cases, the structured settlement provides the employee with more money over the long term than a lump sum settlement paid direct to the employee.

??? The employee/employee?s attorney no longer has to interact with the employer where the relationship may have become strained, but instead will interact with the life insurer who provides the structured settlement.

??? Also, if the employee invests a lump settlement on their own, the employee will be responsible for income taxes on the interest, capital gains or dividends earned by their investment.

Q. Are there any other reasons the injured employee would want a structured settlement?
A. There are several reasons an employee would prefer a structured settlement over the benefits provided by the workers? compensation system. Structured settlements give the employee freedom from the restraints of workers? compensation.

The workers? compensation payments have a time limit in many states (often 400 weeks or 500 weeks) after which the payments cease.

Statutory payments in death claims normally cease upon remarriage.

Workers? compensation indemnity payments can end if the employee is retrained for another job and returns to work in another field.

Q. The employee is represented by an attorney. How are the plaintiff attorney fees handled?
A. The plaintiff attorney fee can be paid as a lump sum settlement or the attorney fees can also be set-up in a structured settlement providing the attorney with a guaranteed source of future income.

Q. The closure of the claim through a structured settlement is the major benefit to the employer. Are there other benefits to the employer?
A. Yes. A structured settlement can avoid the uncertainty of litigation and end the on-going legal expense. In life time disability claims, the mortality risk and the investment risk is transferred to the life insurer. Also, the cost of funding a Medicare Set-Aside can be reduced through the use of a structured settlement.

VANCOUVER, BRITISH COLUMBIA -- (Marketwired) -- 07/29/13 -- Lu'an Capital & Energy Investment Inc. (the "Company") is pleased to announce that it has entered into a subscription agreement (the "Subscription Agreement") with Sona Resources Corp. ("Sona"), pursuant to which the Company has purchased, on a private placement basis (the "Transaction"), 3,665,000 units (the "Units") at an offering price of $0.30 per Unit, for gross proceeds of $1,099,500. Each Unit consists of one common share of Sona (a "Common Share") and one-half of one warrant (a "Warrant"), with each whole Warrant entitling the holder to purchase, for a period of 24 months following the closing date, one additional Common Share of Sona at a price of $0.50 for the first 12 months and $0.60 thereafter.

Pursuant to the Transaction, the Company acquired 3,665,000 Common Shares of Sona (the "Purchased Shares") representing approximately 13.3% of Sona's issued and outstanding share capital. The Company previously owned 500,000 Common Shares of Sona. Subsequent to the closing of the Transaction, the Company owns 4,165,000 Common Shares of Sona, which represents approximately 15.1% of Sona's issued and outstanding share capital. The Company now also owns 1,832,500 Warrants, which, if the Warrants were fully exercised, together with the Company's current shareholdings of Sona, would represent approximately 20.4% of Sona's issued and outstanding share capital on a diluted basis. Pursuant to the Voting Agreement, Sona will determine how to vote, or act or proceed on each and every of the matters referred to in any notice of shareholders meeting held by Sona (such determination being a "Decision"). Israeli-Palestinian talks begin amid deep divisions

WASHINGTON (Reuters) - Israeli and Palestinian negotiators held their first peace talks in nearly three years on Monday in a U.S.-brokered effort that Secretary of State John Kerry hopes will end their conflict despite deep divisions.

Top aides to Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas began the talks over an iftar dinner - the evening meal with which Muslims break their daily fast during Ramadan - hosted by Kerry at the State Department.

Kerry, who has prodded, coaxed and cajoled the two sides to resume negotiations in a flurry of visits to the Middle East during his less than six months in office, urged Israelis and Palestinians to strike "reasonable compromises."

It was clear, however, from some public statements over the agenda for the talks - which are expected to run for nine months - and comments by Abbas, that there are major disagreements over issues such as borders and security.

"It is no secret this is a difficult process. If it were easy, it would have happened a long time ago," Kerry said with his newly named envoy for Israeli-Palestinian peace, former U.S. Ambassador to Israel Martin Indyk, at his side.

"Many difficult choices lie ahead for the negotiators and for the leaders as we seek reasonable compromises on tough, complicated, emotional, and symbolic issues," Kerry added.

The talks started over dinner with Israel represented by Justice Minister Tzipi Livni and Yitzhak Molcho, a close aide to Netanyahu, and the Palestinians by chief negotiator Saeb Erekat and Mohammed Ishtyeh.

As the sides came together in Washington on Monday Kerry met separately with each, starting with the Israelis, before all came together around the dinner table. Kerry and his delegation of four, including new envoy Indyk, were seated on one side of the table and their guests on the other side, with the two main negotiators Livni and Erekat seated side by side.

"It's very, very special to be here," Kerry told his guests. "There isn't very much to talk about at all," he joked.

The parties have publicly sparred over how the negotiations will unfold, with an Israeli official saying all issues would be discussed simultaneously and a Palestinian official saying they would start with borders and security.

Speaking in Cairo on Monday, Abbas struck a hard line, saying that ultimately he did not want a single Israeli citizen or soldier on Palestinian land. His comments were made despite Kerry's wish that both sides refrain from talking publicly about issues.

Israel has previously said it wants to maintain a military presence in the occupied West Bank at the border with Jordan to prevent any influx of weapons that could be used against it.

"In a final resolution, we would not see the presence of a single Israeli - civilian or soldier - on our lands," Abbas said in a briefing to mostly Egyptian journalists in Cairo.

BREAKING BREAD

In an interview with Reuters Television in Washington, Livni voiced some hope about the talks. "It is not a favor to the United States or to the Palestinians, this is something that we need to do," she said.

Middle East analysts praised Kerry for persuading the two sides to resume talks but emphasized the difficulties ahead.

"Right now, there's almost no chance of achieving a conflict-ending agreement; yet by pressing the Israelis and Palestinians back toward the table, the United States has assumed responsibility for producing one," Aaron David Miller, a former U.S. peace negotiator, wrote in a New York Times opinion piece.

"Nobody appears to have a stake in the talks except the United States, and Mr. Kerry," added Miller, who is now at the Woodrow Wilson International Center for Scholars think tank.

The United States is seeking to broker an agreement on a "two-state solution" in which Israel would exist peacefully alongside a new Palestinian state created in the West Bank and the Gaza Strip, lands occupied by the Israelis since a 1967 war.

The major issues to be resolved in the talks include borders, the future of Jewish settlements on the West Bank, the fate of Palestinian refugees and the status of Jerusalem.

'MISSION IMPOSSIBLE'

Even Indyk, Kerry's new envoy, who has previously served as the top U.S. diplomat for the Middle East, noted that when Kerry began his efforts this year almost no one thought he would succeed in reviving the negotiations.

"You took up the challenge when most people thought you were on a mission impossible," Indyk said.

Abbas and Netanyahu may have enormous difficulty convincing their own people to accept the compromises needed for peace, Middle East expert Rob Danin of the Council on Foreign Relations think tank wrote on Monday.

Resuming talks is unpopular among some of Abbas's supporters in his Fatah movement, which governs the West Bank, let alone with the Islamist Hamas group that rules the Gaza Strip and has condemned the effort.

Netanyahu's domestic politics are also difficult, with some of his coalition partners against the creation of a Palestinian state, Danin said, adding he may have to leave the Likud Party, as some of his predecessors did, in order to make concessions.

"Both sides will be negotiating, not only with each other across a table, but also with their own people back home."

Indyk is a veteran of U.S. efforts to resolve the conflict. He was a senior official during former President Bill Clinton's failed Camp David summit in 2000 after which violence erupted in Israel and the Palestinian territories.

The last direct negotiations collapsed in late 2010 over Israel's construction of Jewish settlements on occupied land it seized in the 1967 Middle East war.

Previous attempts to resolve the conflict have sought to tackle easier disputes first and defer the most emotional ones like the fate of Jerusalem and of Palestinian refugees.

The Palestinians, with international backing, want their future state to have borders approximating the boundaries of the West Bank, adjacent East Jerusalem and the Gaza Strip before Israel captured them in the 1967 war.

In what it called a goodwill gesture to restart diplomacy, the Israeli Cabinet on Sunday approved the release of 104 long-serving Palestinian prisoners in stages. Thousands more Palestinians remain in Israeli jails.

Peter King Warns GOP Not To Shut Down Government: Americans ?Turned Off By Terror Politics?

On CNN?s State of the Union Sunday morning, Congressman Peter King strongly urged certain members of the Republican Party to back away from their recent rhetoric threatening to shut down the government over either the funding of Obamacare or the extension of the debt ceiling.

?There?s no reason to be threatening to bring down the government,? King said. ?Let?s make this work, let?s get the spending cuts we need. But American people get turned off with the threat of terror politics.?

?We should not be closing down the government under any circumstances. That doesn?t work, it?s wrong. Obamacare passed. We have to try to defund it, we have to try to find ways to repeal it. The fact is, we shouldn?t be using it as a threat to shut down the government.?

King also sounded cautiously optimistic on the prospects of immigration reform in the House.

The Senate, with strong Republican help, a bill did pass. I don?t fully agree with that bill, but I think we can find ways to make that bill work. You do find people in the House willing to make it work.?

WASHINGTON ? Sen. Dianne Feinstein of California on Sunday joined a growing list of Democrats calling on San Diego Mayor Bob Filner to resign as a result of allegations that he has sexually harassed women, intensifying the pressure on him to step down.

?I don't think that somebody who is lacking a moral compass really sets a role model or really will provide the kind of leadership that San Diegans want,? Feinstein, a former mayor of San Francisco, said on CNN's ?State of the Union.?

?I suspect there will be recalls, and the people will judge,? she said. ?I think he should make it easier and resign.?

Filner, a Democrat, has rejected calls to resign. He said Friday that he was entering therapy for two weeks to learn how to behave better.

Rep. Debbie Wasserman Schultz of Florida, chairman of the Democratic National Committee, last week called on the 70-year-old Filner to step down.

Mexico?s First Openly Gay Mayor Sung His Way To Victory, ?Not In Favor? Of Gay Marriage

?I?m not in favor of gay marriage, I don?t share that view, because we are still very small town ? in short, we?re not prepared, in my view,? the 47-year-old gay bar owner told the AP. ?Not yet, anyway, because we have strong roots in our religion, and in our customs.?

Medrano is the mayor of Fresnillo, part of the state of Zacatecas, where, he says, ?there are 258 villages full of tough country people, who don?t necessarily have much information on what?s happening elsewhere, and have even less of an automatic sympathy with their gay mayor.?

Fresnillo and the surrounding area have been plagued by gang violence as hacked up and decapitated bodies have turned up? in an ongoing drug turf war. So how, then, did an? openly gay mayor get elected?

Well, Medrano ran on a public safety reform platform, calling for cooperation with state and federal police as well as routine vetting of the notoriously unscrupulous local police force. Oh, and he?s also got the voice. Of. An. Angel.

In addition to owning a gay bar for the better part of two decades, Medrano is a singer and, according to the AP, ?singing is one of the areas where Mexico has readily accepted gays.?

?Given that I?m a singer, people know that aspect of me,? Medrano said. He also distanced himself from gay rights in his campaign and, as a Roman Catholic, does not want to go against the church. While some may call him an Uncle Tom, or an Uncle Arthur, for shying away from gay politics, Medrano is critical of closeted politicians and ?very proud? to be the first openly gay mayor in the country.

He?s also got the backing of one of Mexicao?s foemost gay rights advocacy groups, Letra ?S?, which sees Medrano?s victory as a sign of the times. ?This shows that our human rights system is providing some protection,? director Alejandro Brito said. ?Because, even though there is no public majority in favor of electing gay politicians, he (Medrano) knows that the legal framework will protect him.?

?It is now more risky for a political rival to be openly homophobic,? Brito added, ?than it is to be a homosexual candidate.?

Officials say new anti-leak measures set at NSA

(AP) ? The National Security Agency is implementing new security measures because of the disclosures by former NSA-systems-analyst-turned-fugitive Edward Snowden, top defense officials said Thursday.

NSA chief Keith Alexander said his agency had implemented a "two-man rule," under which any system administrator like Snowden could only access or move key information with another administrator present. With some 15,000 sites to fix, Alexander said, it would take time to spread across the whole agency.

"Some of your sites are small ... and you only have one system administrator, so you've got to address all of those, and we are working our way through it," he said after speaking to an audience at the Aspen Security Forum in Colorado.

Alexander said that server rooms where such data is stored are now locked and require a two-man team to access them ? safeguards that he said would be implemented at the Pentagon and intelligence agencies after a pilot program at the NSA.

Snowden leaked to the media information revealing that the NSA was gathering millions of U.S. phone records and intercepting some U.S. Internet traffic.

"This was a failure to defend our own networks," Deputy Defense Secretary Ashton Carter said at the forum.

"In an effort for those in the intelligence community to be able to share with each other, there was an enormous amount of information concentrated in once place. That's a mistake," Carter said. "The loading of everything onto a server creates a risk."

Carter said they are also looking at how to better monitor individuals with access to that kind of information and suggested the Pentagon might monitor intelligence workers just as it monitors staff at nuclear installations.

"When it comes to nuclear weapons, you watch people's behavior in a special way. We don't let people all by themselves do anything," he said. "There is always some aberrant individual and you've got to recognize that."

Alexander said he hoped to more quickly implement a new intelligence sharing system in which all such information uploaded to a server was encrypted, such that only analysts that needed access to certain information would have the code to read it.

Alexander, Carter and National Counterterrorism Center director Matthew Olsen all said the Snowden leaks damaged national security. Olsen said during the forum that al-Qaida and related groups are seeking to change how they communicate to avoid U.S. detection and surveillance because of Snowden's leaks. Previously, U.S. officials have said anonymously that Snowden's leaks to the media have been damaging and prompting terrorists to change their ways.

"We have concrete proof that terrorist groups and others are taking action, making changes, and making our job tougher," Alexander said.

His comments and those of the other officials seemed at odds with testimony only a day earlier by John C. Inglis, the deputy director of the NSA. He told the House Judiciary Committee on Wednesday that while the impact of Snowden's disclosures can be very harmful, "it's too soon to tell whether, in fact, adversaries will take great note of the things that he's disclosed."

Alexander defended the surveillance and data collection programs Snowden disclosed, one that gathers U.S. phone records and another that monitors U.S.-based Internet servers for foreign terrorist or espionage-related activity.

He told the Aspen audience that the secrecy about how the programs work was needed "not to hide it from you, it's to hide it from those who walk among you and are trying to kill you."

Alexander said the congressional intelligence committees were looking at whether it was feasible in terms of cost for the private companies to hold the data themselves instead of handing it over to the NSA. He said it would take an act of Congress to require them to hold the data, and added that he thought his agency could figure out how to process and analyze the information if that's what Congress deemed necessary.

In a separate development, Alexander and Carter both said the Pentagon is close to launching a 4,000-person cybersquad of both offensive and defensive teams that would both protect Defense Department systems and launch cyberattacks against enemy networks when the White House orders it.

China ends controls on bank lending rates

BEIJING (AP) ? China said Friday it is ending controls on bank lending rates in a move toward creating a market-oriented financial system to support economic growth.

Reform advocates see an overhaul of China's interest rate policy as one of the most important changes required to keep its growth strong. Banks currently lend mostly to state industry rather than the entrepreneurs who create China's new jobs and wealth. Allowing banks to negotiate their own rates with borrowers could channel more credit to private enterprise.

"This is a significant development for China's financial sector in the direction of having interest rates determined by market forces rather than government fiat," said Mark Williams of Capital Economics in a report.

The scrapping of controls on lending rates is the first major economic reform under the government of President Xi Jinping, who took office earlier this year and faces a slowdown in China's torrid growth. Xi and other leaders have promised an array of changes but until Friday no details had been released.

"This reform is to further develop the basic role of market allocation of resources ? an important measure to promote financial support for the development of the real economy," said a central bank statement. The change takes effect Saturday.

The end of controls could allow banks to charge lower rates to more credit-worthy borrowers, lowering costs for healthy businesses and spurring growth. Until now, the lower limit on lending rates was set at 0.7 times the state-set benchmark interest rate.

Private sector borrowers also might be able to get more access to credit by paying more. That could help to reduce their reliance on a vast, unregulated underground credit market.

Regulators allowed that market to flourish over the past decade to support entrepreneurs. But they have tightened controls over the past four years since discovering state banks were putting money into such unsupervised lending and taking on unreported risks.

Friday's move could foreshadow another significant change in the world's No. 2 economy ? raising low rates paid to savers. There was no word on when that might happen.

Beijing has long used its banks to subsidize state industry with low-interest loans. Savers who had few alternative places to put their money were paid low rates on deposits that in recent years failed to keep up with inflation, meaning Chinese families lost money by leaving it in the bank.

That has suppressed household spending, which is among the lowest in the world as a percentage of the economy, and held back efforts to shift the basis of China's growth from exports and investment to more self-sustaining domestic consumption.

Chinese families looking for a better return on their savings have shifted money into more speculative investments in stocks and real estate, helping to fuel a boom in prices of both. They also have shifted money into "wealth management products," bundles of credit card and other debt that pay higher returns but that analysts worry might be too risky for household investors.

Party outweighs protest after Brazil Confederations Cup victory

RIO DE JANEIRO (Reuters) - Small skirmishes between police and protesters did little to disrupt the festive atmosphere around the close of a major international soccer tournament that has been the backdrop for the biggest mass demonstrations to sweep Brazil in 20 years.

Police clashed with a few belligerent protesters during a small demonstration outside Rio de Janeiro's Maracan? stadium late Sunday. Inside, Brazil's national team, cheered on by a thunderous hometown crowd, shut out world champions Spain 3-0.

The surprise victory marked a celebratory end to the Confederations Cup, a two-week tournament that has otherwise been overshadowed by the rapid and unexpected wave of recent discontent in Latin America's biggest country. The Confederations Cup is considered a warmup to the much-bigger World Cup, which Brazil will host next year.

Authorities deployed about 10,000 police and other security forces for the game after big demonstrations disrupted some matches during the tournament. Though uneventful marches proceeded peacefully earlier in the day, police officers fired teargas Sunday evening to disperse a small group of protesters.

At least two police officers were injured, one burned by a Molotov cocktail in the leg, the other by a blow to the head. Six protesters also suffered minor injuries, local media reported.

Sunday's tensions were the latest in a series of protests unfolding as Brazil confronts problems following a near decade-long economic boom. Brazilians have taken to the streets in recent weeks to protest poor public services, inflation, rising crime and a host of other ills.

The marches, which drew over 1 million protesters in more than 100 cities at their peak this month, have used the ongoing soccer tournament as a stage from which to vent their grievances. Many Brazilians are outraged that the country is spending about $14 billion to host the World Cup at a time when schools, hospitals, roads and public security are in dire need of investment.

President Dilma Rousseff, whose approval ratings have plunged since the protests began, was initially expected to attend Sunday's game - a major event in soccer-crazed Brazil. But, taking note of the discontent of voters, she decided not to attend after she was booed at the tournament opener in Brasilia.

On Saturday, polling firm Datafolha said Rousseff's approval rating sank by 27 percentage points in the last three weeks. Though the numbers fell from what had been consistently high ratings, the precipitous drop suggested that the demonstrations could pose a serious threat to her re-election bid next year.

From ethnic slaughter to stability in two decades: Former war zone Croatia joins EU

Only 18 years after a peace deal ended violence that left the former Yugoslavia bloodsoaked and?gave birth to the term "ethnic cleansing," Croatia is to join the European Union at midnight on Sunday.

It is a major milestone for Balkan countries trying to close the door on decades of Communist rule and the horrors of civil wars that?tore apart communities along ethnic and religious lines.

But while European leaders trumpet the latest expansion of the economic bloc, celebrations may be muted in austerity-weary Croatia.

With its thousands of miles of glistening Adriatic coastline, modern highways and sidewalk cafes, Croatia looks as prosperous as its new cousins in western Europe.

That masks an economy crippled by soaring national debt, an unemployment rate of 18.1 percent and an economy heavily dependent upon tourism.

?I fear that we will become another Greece, another Cyprus,? said Vesna Mitrovic, who runs a vacation apartment near Dubrovnik ? the historic city that became trapped in a six-month siege in 1991 and is now home to the Museum of Croatia?s War of Independence.

?I signed the petition against EU membership," she said. "I think we will become a small fish in a big pond.?

However Igor Nicolic, 84, of Sibenik, a town north of Split, said he was pleased to see his country join the EU.

I think it will help with the corruption here and in the long run it will benefit all of us economically.?

He appears to be in the minority. In a poll this month by Ipsos Puls, only 7 percent of Croatians said they would be watching a fireworks display marking Monday?s occasion,?Reuters reported. Forty-two percent said such a ceremony was unnecessary.

Croatia is not the first country to join the EU from behind the ?Iron Curtain,? the Cold War divide that separated the West from the Communist countries of the Soviet Bloc. Poland and Hungary, for example, joined in 2004.

Nor is Croatia the first part of the?Socialist Federal Republic of Yugoslavia?to join: Slovenia, whose 1991 struggle for independence lasted a few weeks and claimed only 70 lives, was admitted in 2004.

However,?Croatia is the first EU member among the protagonists in the post-1991 Balkan civil wars?that also included Serbia, Bosnia-Herzegovina, Kosovo and Montenegro. By the time fighting ended in Kosovo in 1999,?140,000 lives were lost and more than a million people were displaced.?

Serbia could join the EU next year, it was announced Tuesday, with Montenegro next in line - once monitoring teams approve efforts to eradicate corruption and weak public governance. Bosnia-Herzegovina and Kosovo have yet to be formally adopted as candidates.

As well as passing economic tests to join the EU, these western Balkan countries were required to comply with efforts by the International Criminal Court in The Hague to bring war criminals on all sides to justice.

Croatia?s first post-independence ruler, autocratic nationalist?President Franjo Tudjman, was facing investigation over his possible role in war crimes when he died in 1999. In 2005, Croatia took a significant step, handing over suspected war criminal Ante Gotovina ??although he was cleared at the The Hague seven years later.

Fisherman Danilo Latin fears Croatia's accession to the European Union on July 1, and strict new laws and regulations that come with it, may drive the last nail into his industry's coffin.

?Croatia?s membership is part of the political agenda to normalize the Balkan countries,? said Professor Iain Begg, research fellow at the European Institute of the London School of Economics.

Former U.S. Ambassador to Bosnia-Herzegovina Richard Kauzlarich called Croatia?s entrance into the EU a ?positive step? for both the country and the region as a whole.??

?I can remember the bad old days,? he said. ?Croatia experienced a great deal of loss during the war, but the West, the U.S., the EU supported Croatia?s evolution and did everything we could to encourage the kind of leadership that would be necessary to undertake the EU process.?

Now a fellow at the Brookings public policy organization, Kauzlarich said that the country had resolved a lot of issues in order to join.

?I think if there is ? a negative element out there it is that Croatia still has a significant corruption problem and they?re not going to be able to drop that because they?ve achieved this very important objective,? he added.

Croatia?s size means its accession will make more of a difference at home than across the rest of the EU. It is slightly smaller than West Virginia, and its 4.4 million citizens will represent less than one percent of the EU total.

Membership means it will qualify for Europe?s generous regional assistance programs ? equivalent to federal aid in the United States ? in which public money is spent on infrastructure projects that reduce the inequalities compared to wealthier members.

In March, the European Investment Bank?approved a $150 million loan for the expansion of the Zagreb Airport, a key link with the rest of Europe. Cultural funds will also help protect Croatia?s heritage in places like Dubrovnik.?

Not all EU citizens are happy. Germany?s Bild magazine labelled Croatia "the new graveyard for our taxpayers' money,? a reference to the Berlin-led economic bailouts necessary to prevent the total collapse of other southern European nations including Greece, Spain and Portugal.

Instead of riding high on Monday?s accession, Croatia?s Prime Minister Zoran Milanovic was forced to address those concerns, saying his country ?is not a rose garden but it is not a Greece, either.?

"My message to German taxpayers: We will cost you nothing," Milanovic said.

However, there are fears of a brain drain because EU membership also means fewer barriers to cross-border migration. A Facebook group, "Young people, let's leave Croatia" has attracted almost 60,000 likes.

"I'm happy we'll be able to seek jobs abroad and make more money," Zagreb computer science student Marko Jakic told Reuters. "But I'm also sad we can't do that in Croatia because our economy is bad and there are no jobs, even for us."

Authorities have arrested a man wanted in a New Jersey home invasion that left a mother beaten, an attack that was captured on a nanny cam.

The Essex County prosecutor's office said 42-year-old Shawn?Custis was arrested Friday in Manhattan by the prosecutor's office and the FBI. Custis faces charges of attempted murder, robbery, burglary and child endangerment.

The attack last Friday in Millburn was captured on a hidden camera in the woman's home. A man can be seen bursting into the home, punching and kicking the woman and throwing her down stairs while her 3-year-old daughter cowered on a couch. Police withheld the names of the woman and child.

County chief of detectives Anthony Ambrose said Friday that Custis was being transported to an undisclosed location in New Jersey.

Public groups and private individuals offered $20,000 for information leading to the arrest of the man who was seen punching and kicking the Millburn woman last Friday. Essex County Sheriff's Department spokesman Kevin Lynch tells The Star-Ledger of Newark the donors were outraged by the attack.

Portions of the nanny?cam footage were aired on television Tuesday as police sought the public's help in identifying the man responsible for the attack, which occurred Friday morning in Millburn, a suburb of about 20,000 residents just west of New York.

Police Capt. Michael Palardy said he was revolted by what he saw the man do to the woman on the video.

"There was no reason for him to touch her at all because she would have willingly gave him what he wanted," Palardy said. "I've probably gone through this video 20 times, and it still sickens me every time I see it. He had no regard for her life. He didn't care if she lived or died."

Police withheld the woman's name to protect her identity and requested the faces of her and her child be blurred when the video was aired.

The woman suffered a concussion, bruises, chipped teeth and cuts around the mouth that required stitches, police said. It's believed she was knocked unconscious when tossed down the stairs, then awoke and called police. She was treated at a hospital and was released.

The nanny?cam footage shows the woman sitting next to her child in front of the TV, then getting up to check out a noise out of the frame. It then shows her backing up and being attacked by a man who rushes her.

The burglar made three trips upstairs to rifle through the family's belongings, police said, assaulting the woman on the trips back to the first floor, kicking her, punching her and yanking her by the hair.

ST. PETERSBURG, Fla. (AP) - Detroit slugger Miguel Cabrera's 10th inning at-bat against Tampa Bay closer Fernando Rodney overshadowed the Rays' comeback victory.

Yunel Escobar had an RBI single in the bottom of the 10th inning as the Rays rallied for a 4-3 victory over the Tigers on Saturday night.

But most of the attention after the game centered on Cabrera yelling at the Tampa Bay dugout after he struck out against Rodney. The Rays right-hander threw an in-tight and up pitch to back Cabrera off the plate during the at-bat.

"I don't know what he's saying," Rodney said. "I'm trying to do my job. You have to pitch inside sometimes. You have to pitch inside, outside, everywhere. You don't want to hit nobody because the game is on the line.

"That's what I got on my mind, try to move (him) a little bit because the guy is a dangerous hitter."

Cabrera declined to comment about the confrontation, but Tigers manager Jim Leyland talked about it in a strong way.

"I don't care about throwing inside, but I don't like it up there, and we will not tolerate that," Leyland said. "I'm not accusing anybody of anything but we won't tolerate that. If you're going to just rare back and throw it, you can't throw it there. That'll cause a lot of problems for people. That's not a good idea. That's not acceptable.

"We lost a tough game. They earned the win, they got the win, and OK, more power to them, but throwing in that area is not acceptable, and somebody pays the price for that throughout baseball. That's just the way baseball is. That's not free. There's no free lunch. That won't be tolerated. You can take that to the bank"

Tampa Bay manager Joe Maddon said he had no idea why Cabrera was upset.

"You'd have to ask him why," Maddon said. "I was kind of surprised, actually."

Rodney (3-2) threw two scoreless innings for the win

Cabrera went 1 for 4 with a walk, but his major league-leading batting average dropped two points to .375. He has a 14-game hitting streak.

James Loney had a one-out single in the 10th off Bruce Rondon (0-1). Pinch-runner Sam Fuld went to second on Wil Myers' single, and after Luke Scott struck out, both runners advanced on a wild pitch.

Escobar won it for the Rays with a line drive that sailed over the head of center fielder Austin Jackson.

"I'm very happy that I was able to help the team win," Escobar said through an interpreter.

Scott tied it at 3 on a solo homer with one out in the eighth off Tigers starter Justin Verlander, who allowed three runs, nine hits and four walks during a season-high eight innings. Verlander is winless in his last four starts.

"This is the game we've talked about that we have to start winning, and we won it tonight against a really good team," Maddon said.

Rays slugger Evan Longoria was out of the starting lineup for the first time this season due to a sore right foot. The third baseman, who left Friday night's game, is also expected to sit out on Sunday against the Tigers.

Jackson hit an opposite-field solo homer to right, and Jhonny Peralta had a two-run single off Chris Archer that put the Tigers ahead 3-0 in the third.

Archer gave up three runs, five hits, three walks and had three strikeouts in five innings.

Loney had an RBI single during the fifth to get the Rays within 3-2. Verlander avoided further damage by getting a double-play grounder from rookie Myers with two on and one out.

Loney grounded into a double play with runners on the corners and one out in the seventh. Myers flied out with two runners on to end the first.

Tampa Bay's Desmond Jennings tripled and scored on Ben Zobrist's grounder in the third. Jennings, playing in center, was charged with an error in the eighth, which snapped a streak of 262 games in the outfield without a miscue.

Despite loss of its combat troops, Fort Knox's iconic status and role in pop culture endure

FORT KNOX, Ky. ? Few military posts have a place in pop culture as rock solid as Kentucky's Fort Knox, thanks to its mysterious gold vault.

The name of the historic base is practically synonymous with impenetrability. In addition to housing the Treasury Department's U.S. Bullion Depository and its stacks of gold, the Army's tank training school was started at Fort Knox. And the sprawling central Kentucky Army post has been the setting for blockbuster Hollywood films.

But Knox's days as a war-fighting post may be over with the Pentagon's decision last week to strip its only combat brigade, which follows the loss of its famed armor school and thousands of tank personnel just a few years ago. The base will remain the site of the gold vault, but otherwise it could be destined to function less as a tip-of-the-spear military facility and more as a home to office and support workers.

Many of those workers file into a nearly million-square-foot structure on post that was completed a few years ago, but the massive building doesn't seem destined to unseat the vault as the symbol of Fort Knox.

"It is kind of an icon. Most people when they see the outline of the depository, they know what it is," said Harry Berry, a retired Army lieutenant colonel who is now judge-executive in Hardin County. "When you think about Fort Knox, if you don't have a military background, you instantly think about gold or 'Goldfinger,'" the 1960s James Bond film.

The Pentagon announced last week that it was eliminating Knox's 3rd Brigade Combat Team, 1st Infantry Division as part of a major restructuring that will reduce the Army's active duty combat brigades to 33 from 45. The cuts will reduce the size of the Army from about 570,000 in the midst of the Iraq war down to 490,000, which includes personnel in units that support the brigades.

For some posts, that means the loss of a few hundred soldiers, but in Knox's case it's a cut of more than 40 percent to its active duty force and nearly a total elimination of its fighting personnel. Kentucky Gov. Steve Beshear puts the figure at about 10,000 lost troops and their families leaving Knox and the surrounding area.

Gen. Ray Odierno, Army chief of staff, said the military was not moving toward closing Knox: He pointed out that the Army's recruiting and human resource commands have relocated there since a major Army realignment almost a decade ago.

Baldy Carder, who owns a tattoo parlor in nearby Radcliff, said he's not worried about the post closing ? "because of the gold reserve." But he said his business could take a hit since about half his customers come from the post.

"When you're talking about 10,000 people leaving, that's quite a chunk of change that we're going to be losing," he said.

Fort Knox's own estimates project that its annual economic impact will shrink from about $2.8 billion a year to $2.62 billion upon the brigade's departure, said Ryan Brus with the post's public affairs office. That's a decrease of more than 6 percent.
